That might be the first way that eGPUs could work on the M1 Macs. That probably won't help solve the problem, but it may be informative. I suppose you should try to get a version of pciutils to work in macOS first on the M1 Mac. The GPUs may have not had resources assigned though (at least they have a bus number?). There are a couple screenshots in two eGPU.io threads related to M1 Macs showing this. MacOS on M1 Macs already detect the GPU as PCIe device.
